JD is the Director of Environmental Operations with the Environmental Division of Sabine & Waters, Inc. His responsibilities include overall division operations, marketing and employee development just to name a few. His seven years of experience have made him an expert in areas such as wetlands delineations/verifications and permitting, critical area delineations and permitting, mine permitting, impoundment permitting, game and non-game species management and habitat enhancement, invasive species management and waterfowl ecology. He was asked by the City of Charleston to help develop a "Stormwater Baseline Documentation Report" to document existing conditions pre-development to counter the ongoing threats of sea level rise. These reports have become standard practice for City of Charleston projects. He was also selected by SCDHEC-Division of Mining and Solid Waste to serve on a task force representing private landowners as regulations are being re-written. Mr. Collins serves as one of Sabine & Waters' prescribed burn bosses directly overseeing prescribed burns on thousands of acres annually. He is an expert on rare, threatened and endangered plant and animal species management, habitat enhancement and permitting, and has been instrumental in the issuance of the first South Carolina Gopher Tortoise Relocation Permit and establishment of the first privately owned gopher tortoise preserve. He has worked extensively with SCDNR and USFWS to increase the population of red-cockaded woodpeckers on public and private lands throughout South Carolina, and is permitted to trap and relocate the birds. He also has experience surveying northern long-eared bats and tri-colored bats. JD is an active member of The Wildlife Society, South Carolina chapter and serves as a committee member for the South Carolina Waterfowl Association, Charleston chapter. When JD is not working he can be found spending time with his wife Christina or hunting with their Boyken Spaniel, Rutledge.
